Traditionally, these smaller receiver are #3 slot receivers. There are several examples of small speedy guys succeeding like Wes Welker and Davone Bess. Devonta Smith reminds me of Lamar Thomas. So I see #2 WR potential in him. You don’t draft a #2/#3 WR in round 1. In round 1, you want prototypical size.
If the top WR’s are short, you sign free agents and wait for the next draft. Choose a different position where you might find a future pro-bowler.
